Import tiles to Iraq and Israel from India: rules and routes

Iraq and Israel both regulate building products but in different ways. Here are the conformity routes, shipping points and payment risk for each.

To import tiles to Iraq from India you generally need a pre-shipment certificate of conformity from an appointed body, and the main risk is payment and clearance. To import tiles to Israel, the rules depend on the product standard, and the main task is confirming which one applies to your tile.

These two markets look similar on a map and are nothing alike in practice. Neither fits the Gulf template, so check each with a local broker.

What does Iraq require?

Iraq's Central Organization for Standardization and Quality Control (COSQC) runs a certificate of conformity scheme. Certification bodies report that it began on 1 March 2020 and that ceramic tiles for walls and floors are among the covered building products. The scheme involves a document review, testing where needed and physical inspection before shipment.

Shipments without the certificate can face delay, penalties or return. The product list, fees and appointed bodies change, so confirm with COSQC or an appointed certifier before you order. We could not verify the current list from an Iraqi government source.

What does Israel require?

Israel's Standards Institution (SII) maintains standards for construction products, and some are compulsory for import. Since the import reforms of 2016 and 2017, conformity to certain European requirements has been accepted for many products, but the rules differ product by product.

Standards for tiles have been under review, and a 2023 notification to the WTO proposed to make one mosaic-tile standard voluntary. Because the position changes, ask your Israeli importer or broker which standard applies to your tile type and size, and what test report they need. Do not assume that an EN 14411 report alone is enough.

How are the shipping routes different?

Iraq is usually served by sea to Umm Qasr, with some cargo reaching Iraq overland through neighbouring ports. Israel is served through Haifa and Ashdod. Routings in this region can change quickly with security conditions, so ask your forwarder for the current routing, the transit and any surcharge before you set a date. Sea freight times from India explains what to ask.

How do you manage payment risk?

Payment terms matter more than the tile specification in these two markets. For Iraq, bank and currency practice and clearance delays make unsecured terms risky for the supplier, and for you they raise the cost of getting terms accepted. Israel is more routine for banking but still needs a clear contract.

Read the safest payment terms for tile imports and agree the release of the final payment against inspection and shipping documents, not against promises.

Ask your bank and forwarder to screen the consignee, the route and the vessel for sanctions and compliance conditions before you commit. Conditions in this region can change between order and shipment, and a container stuck at a transhipment port is costly to move.

  • Agree the conformity certificate as a condition of shipment, in the contract.
  • Fix the inspection date and who attends before the balance is due.
  • Name the port, the Incoterm and who pays demurrage if clearance is delayed.
