To import castor derivatives to China, 12 HSA to the USA or HCO to Europe, you buy the same family of materials but meet different rules at each border. The technical specification is largely shared. The regulatory path is not.
Castor derivative buyers in Europe tend to focus on REACH and customer audits. US buyers focus on TSCA listing and the documents their own customers request. Chinese buyers deal with their own chemical registration and customs classification.
What are you actually buying?

These materials go into greases, cosmetics, coatings, plasticisers and polymers. Your specification should reflect that use: melting point, acid value, iodine value, hydroxyl value and colour are the usual parameters.
What changes for Europe?
In the EU, a substance imported at one tonne or more a year per legal entity normally needs REACH registration. The importer carries that duty unless the Indian manufacturer appoints an Only Representative. Ask each supplier which route it supports, and confirm the registration number before you order.
Cosmetic and food-contact uses add further rules. Check these with a compliance adviser or the relevant authority, because the end product decides them.
What changes for the US?
In the United States the Toxic Substances Control Act governs chemical substances. The importer certifies that the substance is on the TSCA inventory or exempt, and is legally responsible for that certification. See TSCA substance listing for how to check.

What changes for China?
China operates its own new-chemical notification system and customs rules. Whether your product needs notification depends on whether the substance is on the existing inventory and how it will be used. Confirm with a local regulatory agent and your customs broker, because the position can change.
Check also whether any trade remedy applies to the product and origin. This is decided by the importing country's authority.
Which supplier proof applies everywhere?
Whatever the destination, ask for the same core evidence:
- A batch certificate of analysis with the parameters in your specification.
- A current safety data sheet in the format your country requires.
- Certifications that your customers ask for, as listed in castor derivative certifications.
- A sample from the actual lot, tested independently before shipment.
How do you handle product forms and purity grades?
HCO, 12 HSA and sebacic acid are sold in different grades, and the right one depends on the application. Cosmetic and food-contact uses usually require tighter limits and more documentation than technical grease or coating use.
State the end use to your supplier at the start. A grade made for industrial greases may not carry the paperwork needed for a cosmetic customer, and fixing that later is difficult. Ask which grade the factory makes consistently, and which it only produces on request.
