What documents are needed to export agrochemicals from India?

Expect a commercial invoice, packing list, COA, SDS, bill of lading and certificate of origin, plus Indian registration, dangerous goods papers and your own import permit.

An agrochemical export needs the normal trade documents plus product-specific ones. The core set is a commercial invoice, packing list, certificate of analysis, safety data sheet, bill of lading and certificate of origin.

On top of that come Indian registration papers, dangerous goods documents where they apply, and whatever your own regulator and customs need. Agree the full list with the supplier before production, not at loading.

Trade and shipping documents

  • The commercial invoice shows the product name, active content, HS code, quantity and Incoterm.
  • The packing list gives batch numbers, pack sizes, gross and net weights and the marks on each pallet or drum.
  • The carrier issues the bill of lading or air waybill.
  • The certificate of origin must be in the form your country needs to claim any trade agreement preference.
  • An insurance certificate is needed if the seller arranges insurance under your Incoterm.
  • The exporter files a shipping bill with Indian customs.

Product and quality documents

  • A certificate of analysis for each batch must be signed and match the batch numbers on the packs.
  • The safety data sheet must follow the format and language your country requires.
  • The Indian registration certificate for the product may be an export-only registration.
  • An independent test report is needed if your contract requires third-party testing before shipment.

Regulatory and dangerous goods documents

  • A dangerous goods declaration is needed for any product classed as dangerous goods for transport.
  • A container packing certificate is needed where the carrier or rules require one.
  • Customs in your country will usually ask for your import registration number or permit.
  • A Rotterdam Convention export notification or consent record is needed where the active is listed or restricted.

Where to find the wider list

The general list for chemical exports is in what documents are needed to export chemicals from India. Your customs broker will also expect the pack described in the document pack your broker will ask for.

Some importing countries also want a copy of the registration certificate in their own country attached to the import entry, or a letter from the manufacturer confirming the source. Ask your regulator whether this applies to you.

Common document problems

Most delays come from documents that do not match each other. The product name, active content, batch numbers and weights must agree across the invoice, packing list, COA and labels. A small spelling difference in the product name can hold a container.

Rules change, and some countries require extra documents such as legalised certificates or pre-shipment inspection. Confirm the list with your regulator, customs broker and freight forwarder for each new product and each new market.

Ask the supplier for draft copies of every document a few days before loading. Checking drafts costs little, and corrections after the ship has sailed can take weeks and fees from the carrier.
